the carb may be clogged or locked up. you might be able to clean it and it should work fine

I just take my carb off disassemble it clean in hot water and dish soap then put o ring grease on the o rings re assemble and then put it back on the engine.

How many gallons has been through the engine?
    No slipper/tall gearing/power = broken parts.

Theres a lock nut on the side of the engine, loosen it then slide the carb out away from the engine, then just take it apart.

i had the same problem, I took out the high speed needle and sprayed automotive carb cleaner into the hsn housing let it sit for a couple of minutes reset needle to factory setting, retune from there, also shut the truck down by pinching the fuel line, not blocking the exhaust, this will leave nothing in the carb to gum up
